2026年9月10日、カンボジア王国国土管理・都市計画・建設省の本省庁舎において、「建設法及び建築認証・許可制度に関する理解促進セミナー」が開催されました。本セミナーは、カンボジア王国国土管理・都市計画・建設省と、ウラタのカンボジア現地法人であるURATA（CAMBODIA）CO., LTD.の共催により、建設法及び建築認証・許可制度への理解を深め、カンボジアにおける建築物の安全性と品質のさらなる向上に寄与することを目的として実施したものです。
当日は、カンボジア王国副首相兼国土管理・都市計画・建設大臣のサイ・サムアル閣下をはじめ、同省のチャン・ソパール建設総局長、同省幹部及び職員、在カンボジア日本国大使館の三角臨時代理大使、JICA、JETRO、JBAC、建設・不動産業界の関係者など、450名を超える方々にご参加いただきました。セミナーでは、チャン・ソパール建設総局長より、カンボジアにおける建築認証・許可制度の現状と今後の方向性や弊社からは建設法の実務運用者による建設法の実務運用について講演が行われました。
また、これまでの日・カンボジア間の制度協力の一環として、JICAの協力により実施された同省職員の訪日当社研修についても紹介されました。同研修では、日本の建築行政や建築確認・検査制度に関する知見が共有されており、今回のセミナーは、こうした継続的な人材交流と制度協力をさらに発展させる機会となりました。URATA（CAMBODIA）CO., LTD.からは、日本の建築法制度及び建築認証・許可制度について講演するとともに、カンボジアにおける建築認証・許可業務の実績と取り組みを紹介し、日本及びカンボジアで培ってきた制度運用と知見を共有することができました。

URATA Co-Hosts Seminar on Promoting Understanding of the Construction Law and Building Certification and Permitting Systems with Cambodia’s Ministry of Land Management, Urban Planning and Construction
On 10 September 2026, the “Seminar on Promoting Understanding of the Construction Law and Building Certification and Permitting Systems” was held at the headquarters of the Ministry of Land Management, Urban Planning and Construction of the Kingdom of Cambodia.
The seminar was jointly organized by the Ministry and URATA (CAMBODIA) CO., LTD., the Cambodian subsidiary of URATA Co., Ltd. It was held to deepen understanding of the Construction Law and building certification and permitting systems and to contribute to the further improvement of building safety and quality in Cambodia.
The event was attended by more than 450 participants, including H.E. SAY Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction; H.E. CHHANN Sorphal, Director General of the General Department of Construction; senior officials and staff of the Ministry; Mr. MISUMI Takahito, Chargé d’Affaires ad interim of the Embassy of Japan in Cambodia; representatives of JICA, JETRO, and JBAC; and professionals from the construction and real estate sectors.
During the seminar, H.E. CHHANN Sorphal delivered a presentation on the current status and future direction of Cambodia’s building certification and permitting systems. Staff members of URATA (CAMBODIA) CO., LTD. with hands-on experience in applying Cambodia’s Construction Law also delivered a presentation on its practical implementation.
As part of the ongoing institutional cooperation between Japan and Cambodia, the seminar also highlighted a training program conducted by URATA for Ministry officials during a JICA-supported visit to Japan. Through the program, knowledge and insights regarding Japan’s building administration and building confirmation and inspection systems were shared with the participants. The seminar provided a further opportunity to advance this continuing exchange of expertise and institutional cooperation.
URATA (CAMBODIA) CO., LTD. also presented Japan’s building regulatory framework and building certification and permitting systems, as well as its track record and ongoing initiatives in providing building certification and permitting services in Cambodia. Through these presentations, the company shared the institutional and operational expertise it has developed through its activities in both Japan and Cambodia.
